The complaint always arrives in July

Property managers around Sacramento know the pattern. Nothing much happens through the mild spring, and then the valley heat sets in, three straight weeks over 100 degrees, and suddenly the dog run behind building C is generating emails. Heat does not create pet waste. It just makes every bit of waste already on the ground announce itself.

There is a specific chain of events here, and it is worth naming because it explains why the usual fixes fail.

Heat and dry ground. From May into September the Sacramento Valley gets almost no rain and long stretches well above 95 degrees. On the hard clay that most of this region sits on, waste dries onto the surface rather than breaking down into it. It bonds. A resident with a bag and good intentions leaves a residue behind, and that residue accumulates all summer in exactly the places dogs return to.

Odor at ground level. The Delta breeze cools things down in the evening, which is precisely when residents use the courtyards and dog runs. Cooling air sinks. Whatever is on the ground is at nose level for anybody sitting on a patio, and that is when the complaints get written.

Flies and pests. In this climate flies find fresh waste within hours, not days. A pet relief area that is serviced monthly is a breeding site for most of the summer, not an amenity.

Then the rains flip the problem. From November through March storms come through in real volume and heavy clay does not absorb it. Waste that has been baking since August softens all at once, spreads, and moves. On sloped ground in Cameron Park or across the graded common areas of a Folsom or Gold River community, that runoff heads for storm drains, and storm drains here head for the American River watershed. What was an odor complaint becomes a stormwater problem.

Decomposed granite makes it worse. A lot of the newer landscaping across the east county corridor uses DG paths and mulch beds instead of turf. Our published rate grid is residential: recurring service starts at $27 per month for biweekly service with two dogs, and one time visits start at $40 with a $45 first cleanup fee plus $20 per additional five gallon bucket removed. Those numbers are useful for a homeowner and close to meaningless for a 200 unit property.

Commercial work is quoted per property, because the variables that drive cost are the ones only a walk of the site reveals: total serviced area, how many discrete zones there are, ground surface, visit frequency, whether stations are included, and how heavy the actual dog population is versus the number on the lease file. A first visit on a property that has never had pet waste removal service will run heavier than steady state, and we will say so in the quote rather than discovering it later.
